BikeWalk Statement sent to Council 1/7/2026 ahead of their retreat:

The BikeWalk Winchester Board is very supportive of having a goal in the City's Strategic Plan that encourages increased mobility for all citizens, no matter which mode of transportation they use. It is important to recognize we are a city made up of individuals who can't or don't choose to use the same mode of transportation every day.

 

We applaud the creation of the Bicycle and Pedestrian Advisory Committee and the recognition that a Bicycle and Pedestrian Mobility Plan is needed. As the population of the city and surrounding area continues to grow, we believe it is vital to the long term economic growth of the city to have a safe and enjoyable bicycle and pedestrian network that creates connectivity across all four wards and ultimately with Frederick County. It will require careful planning and the development of multi-modal transportation options to prevent congestion from becoming a major factor in our daily lives.

 

Just as Goal 4 Moving Winchester was included in the 2021-2026 Strategic Plan, we urge City Council to adopt Goal #2: Increase residents’ physical mobility while providing safe and appealing public areas and green spaces and the related action items in the 2026-2031 Strategic Plan. We are also very supportive of two action items contained in Keep Our City Running: Replace and refurbish sidewalks throughout the City per the Sidewalk Master Plan and Identify and Install traffic calming measures in appropriate residential areas. Equally as important as these goals and the action items, clear strategies and measures should be developed that are visible and reviewed on a regular basis to ensure progress towards these goals is achieved.
